Well; Felix, this Richmond conference, what do you make of that?

Honestly I have made a slight miscalculation; I didn't expect there

would be any positive outcome from it.


I seems as though it coming back, biting our backs, this treaty, since it's

evident that the French will comply to it.


The proposed 35.000 tns level could be accommodated as long as the

other powers will accept our proposal of allowing a 1% escalation clause if a said

ship is a bit overweight.

This will still enable us to build the follow-ups for the Ocean class, but even the

notion that giving our arch enemy access to naval facilities is simply preposterous,

and not to mention the pesky Romanians. Shudder".


I must agree with you, admiral, the sole idea of having

Brandenburgians and Romanians roaming around Hamburg and Bremen abhors me.

What other implications is there with this treaty?


Oh, just that all the 4 battleships we have laid down the past year and a half is "illegal".


Illegal ,what do you mean by illegal.

The Oceans weigh a 150 t too much and their follow-ups will weigh

350 t too much, not to mention the Kassar  with more than 6000 t.

Thus the insistence on an escalator clause, which will allow an overweight, of 1 %,

apart from, off course, destroyers and submarines.

If the other powers will agree to this, I will reluctantly recommend the treaty, but

there is still the problem by allowing clear enemies to our facilities no matter the

context.


I may be able to come up with a solution to this; we stall for a few days, under

the pretext of sending a new delegate with new mandate.

Then I arrive myself as the new representative and conduct the negotiations

myself, according to the lines we have agreed on tonight.


Felix, this is not the place for one of your "maskirovkas", the situation

is a bit to tense for that!


Admiral, it is always time for a "maskirovka", but I will off course heed your

warning, but I will not rule out an opportunity to use my talents.

Well, Felix, that was quite a stunt you made last night.
Are serious about going to Richmond?


Yes admiral I think it will benefit our case in view of the "escalation"clause but also highly beneficiary in accordance to our running "maskirovka"!

But, Felix, it hasn't paid out any dividend so far.

This is why I believe that this treaty can become a godsend opportunity for us.

You know the fundamental idea, so I won't bother you with details, but it can

indeed become a very valuable intelligence source.


I can see your point, but still, behave yourself, you are a diplomat now (chuckle), so curb your tongue, I am quite aware of your disdain towards certain nations.
We don't want a diplomatic crisis on our hand.
