The Rock Doctor

As a minelayer, it seems worthwhile.  I don't know that she has the firepower to function as a TB leader in combat, but she could serve as the HQ ship in port if need be.

That was the leader role i thought about, as a HQ ship rather then as following warships in combat. She belongs to the category of ships that is too big to be expendable, but too small to be usefull in real combat (read: a cruiser), so that direct combat would not be a function for her goes without saying.

Gotcha.  In that case, I'd recommend in favor of the refit.

As a side-note, if she were VTE driven, would you bother?  I know I wouldn't.

No, then i would not refit, VTE lacks the high speed capacity for the envisioned roles.

It looks like 1910 will be a large refit year for the Marine, and by the end of 1911 i am going to have exactly one light cruiser (Sloop) left.  ;D

Not possible, trim changes never move a ships from 0,99 to 1,0.
