Too far. I shoot for 1.20 for stability for anything that may get shot at/everything. Though not always possible as I also go for 70% steadiness. Sorry if I seem nitpicky, and remember, she's your ship. You can use whatever you want, as long as it's within the rules.  :)

Too slow and not good armament for minelayer. It will be intersepted by the opposite side quikly. Rise the speed for 3 knots less and set guns no less than 105 mm to fight enemy destroyers ;)

No gun quite as effective as a 3" in terms of rate of fire, especially with the special 21 lb ammunition at 12-15 rounds per minute.  Broadside of six of these should take care of any destroyer that gets too close, and anything bigger...well, her crew will hope she's escorted!  ;)

Yes, I was surprised too.  Apparently it was quite a nice gun, used on the Tsushima-era pre-dreads, and later modified into a deck mount with an 80 degree train for AA work.  Used up to and through the Second World War.   :)
