In light of the of the casualty rate suffered by the KNIL forces during the Timor campaign the Ministry of defence in cooperation with the Ministry of the colonies have offered large incentives to the rubber and latex industry to produce more affordable and easy to use contraceptives. This aided the chemist Julius Fromm in Amsterdam when he in late 1909 developed a process for creating seamless condoms by dipping glass molds in raw latex solution. Inspectors from the ministry of defence have been optimistic, and it is expected that the new type of condoms will be standards issue with troops within a few years. Field trials are expected by late 1910.

Of the around 3000 casualties suffered on Timor, more then half was related to STD, and the casualty rate due to STD exceeded combat related casualties by almost 3-1.
