With a large Battlefleet in the pacific, the ports in normal use can't take the traffic atm, and ships have to wait for days before recoaling can commence.

With the Dutch showing the way towards colliers and tankers, France send out a competition.

Needed, total of 6 fleet colliers/tenders.

Korpen

Based on an older collier design in Dutch service, she is fairly small.
She carries much less guns then French design of the same class, but this is in line with our doctrine of not using auxiliary ships as AMCs. On the other hand she has turbines and a much higher speed. This is for a simple reason, to be able to operate close to modern French battleships, making her economical in not needing an extra escort.

The proposals all have the same cruise speed as the French naval ships,and the speed was seen as adequate.  But the Dutch remark on speed has merrit.
