Quote26 - 4,00" / 102 mm guns in single mounts, 32,00lbs / 14,51kg shells, 1911 Model
Quick firing guns in deck mounts
     on side, all amidships
      20 - 3,46" / 88,0 mm guns in single mounts, 20,79lbs / 9,43kg shells, 1911 Model
Quick firing guns in deck mounts
     on side, evenly spread

That makes 23 total on each side, with 13 4" all amidships.  I just don't see all of them fitting on deck. Maybe if some were in casemates or were raised up off the deck then they would fit.  I have a feeling if someone tried to draw it out it would be very cramped, what with all those guns, boats, somewhere to walk from the bow to the stern, ect....  Just my opinion though, and I've been know to be wrong, a lot.

Ahoj!
The HMS Agincourt had 20 secondary 6 inchers. And they managed to put 18 into casemattes, 2 were left on the deck.
