That's the thing... I should have had it figured into the INCREASED BP, because it was ready prior to this. Shortchanging me for the effort I'd put forth on it isn't fair, frankly. Now, instead of being closer to the nations I'm trailing, I'm even farther behind IN SPITE OF the work I've done.

Why? The BP is still under construction, you got the 0.5BP advance for it. And you can converty $150 of what was spent into another, already completed 0.5BP.

I don't think Carthaginian did get any advance on that one.  The CSA figure appears to be a flat 1.5 x 14 = 21.  

If I understand the CSA sim report correctly, the BP under construction is more than 75% complete at the end of 1908 - perhaps in cases like this, the player should get 1.5 BP upon completion of the project?

Rewording it.
The CSA have 21.5BP and another $170 or whatever amount already invested in BP. That translates to 22BP and $170-150=$20 forward the new 0.5BP.

Mods:  In H2/1908, I invested $19.22 to begin another BP, not suspecting that this change was in the works.  Would y'all be copacetic with me re-allocating these funds into other civilian ec-dev type projects?
