Very nice, can patrol the cod fishing grounds off New Foundland.

Still doesn't solve the French problem of a lack on light, capable combatants

If France believes "guns >> torpedoes", this may not be a major issue.  That most recent sloop design could function in a fleet-screening role, it just wouldn't have the offensive capability that torpedo-boats do.

For the fleet screening role I'd suggest 4-6 105mm guns.
For "peace cruiser" - the 2x5,5".
