Ahoj!
IMO 2,5 inches for the armoured deck is excessive 1,5-2 inches is fully adequate. Also, do you really need 10 inches of armour on the hoists?

Although slow, I like the V2 and V3.
Keeping the side armour as is (but thinning the deck and hoists) would it be possible to squeezae 24-25 knots out of them?

You save 600 tonnes. If this saving is not important, I'd say "stick to V2". IMO a 1 knot gain is not worth the loss in survivability.
