This ship is too small for a Torpedo Bulkhead. Eliminating it will put the machinery and magazies under the belt.
You could "trade", by adjusting trim, some Stability for Fire Platform.

That is armed tanker; the amount of fuel is hugely excessive. Basically you could cut out 2/3 of the fuel by reducing cruising speed to 12kts.
She is also under armed with only 4 real guns, that is nothing for a new ship of almost 6000 ton.

She need some misc weight as well, at least 12 ton (2ton for torpedoes and 10ton for a radio set).
But my main advice would be to make her allot smaller, you will not really be able to build this kind of ship in any number.

As have been noted the TB is only a libillity on a ships like this.

It would also be a good idea to sit down and consider what your strategic, tactical and political need are, and what you want your navy to accomplish.

This is an in game joke - I almost always complain of designs being overgunned, and Korpen - undergunned.

Maybe the Baltikum's new design policy is to have ships capable of deploying from Thorhavn to Gujarat without refuelling?

Make her smaller, ALLOT smaller (like half the size). Remember that we use light displacement for the cost of a ship, so reducing the amount of fuel increase the light displacement. You really do not want a light cruiser to be much over 4000tonm maybe 5000 at most. If it gets larger then that, the demands for quality is much higher.

I look at your preliminary 08-12 build plan, ambitious, in fact, too ambitious.
The problem is that the confederation is capable to build about 28 000 ton for warships each year, and the plan is of over 260 000 ton, so unfortunately not doable in less then about ten years.
