Might the chair ask the representative from the Neatherlands why they would recommend that dispute islands in the Pacific Ocean be handed over to powers that have no interests there, and are halfway around the planet from said islands.  Would that not place an undo strain of said powers to supply and defend the people to soon be under their control if this action were taken?  And what of the people who live on said islands?  Would they be allowed to return to Swiss held lands if they do not wish to live under someone else who they were not fighting?  It is one thing to be conquored, yet to be signed away to a third party without evenm the dignity of being captured seems like another.  The question is also placed to the representative of Gran Columbia, though Iberia is possibly a wiser choice do to the locally held Philappines if the matter if forced to be a third party take over.

After some discussion with the Swiss representative, the next two changes have been agreed upon:

"7.  Japan shall evacuate Tinian and Aquijan, which shall revert to Swiss jurisdiction. Japan will pay the Swiss for damages to the Saipan facilities.

"1.  Formosa is ceded to a member of the Alliance, other than the Middle Kingdom.

"2.  Hainan is ceded to a member of the Alliance, other than the Middle Kingdom

"3.  Buru is ceded to the Netherlands

"4.  New Guinea - in its entirety - shall revert to pre-war borders, shall be disarmed, and shall have deployed to it a neutral observation team that shall inspect and enforce the island's disarmed state.  Gran Colombia will commit to participating in such an endeavour.

"5.  New Amsterdam and Tasmania shall be evacuated by Allied forces and revert to Swiss jurisidiction.

"6.  The Aleutian Islands are ceded to Japan.

"7.   Japan shall evacuate Tinian and Aquijan, which shall revert to Swiss jurisdiction. Japan will pay the Swiss for damages to the Saipan facilities.

"8.  Swiss transfers of Keeling, Christmas and the Swiss Chagos to Orange shall be recognized by the Allies as a full and proper jurisdictional transfer.

"9.  New Switzerland terminates contributions to, and any claim of ownership for, the Kra Canal, in return for which the Netherlands acknowledges the right of the Siamese to seek other investors to complete said project.

"10.  All costs incurred as a result of the war are borne by the warring parties.

"11.  Full and expeditious transfer of prisoners of war, and the right of civilians to emigrate if their territory changes jurisdiction as a result of the above.

We see some important points fell away.
On point nine, the Netherlands will not commit to anything regarding Siam, as that is a bilateral matter between Siam and the Netherlands.

Also, the issue of compensation seems to have been forgotten.
And on that issue the Netherlands will demand a sum of $17  (over a two-year period) from the republic of, of these $15 will be to rebuild the infrastructure destroyed by the Swiss attack (mainly the city of Tarakan, and its attached naval base) and $2 to the population on Timor who suffered Swiss occupation.

Other then these two minor changes the suggested treaty would be accepteble.

Points 7 and 10 are contradicting. And some of the damage was done by DKB.
the amount of compensation should be explicitly mentioned in point 7.

Point 4 would entail that the DKB and NS would have to disarm their naval facilities at Lae and Port Moresby. Moreover, the DKB will have to disarm and destroy its fortification at Lae, build for enormous cost. As the island itself is one of the places most unsuitable for conducting land warfare, there's not much point in disarmament.
A moratorium of building additional naval and army facilities would be a better idea.

$2 as compensation for Timor is way out of proportion.

The modified point 9 leaves a window of oportunity for imperialistic nations, to infring on the rights of Siam. The soverign rights of small nations are paramount in the eyes of the Swiss."

I am speaking OOC. Especially about the DKB fortress at Lae demilitarized. Orange would have no qualms about seeing the DKB evacuating the fortress.

Well, as far as I know, Japan is the nation that wasted the hangar and the port  (regardless of damages sustained before that), took them out of action permanently. I would think that payment (as given in the rules) would be $4 for the type 2 Hangar and $5 and 0.5BP for the type 0 Port.
