This is just something to show the rough details till I can find something better.  It has city names so thats why I am interested in it.

It's one of the reasons I use names of cities and towns I easely can find back via Google earth.
Some even have their own entries in Wikipedia.

If you look on the above map you will see several cities have BLUE and GREEN squares for their locations.

The blue cities are Bharats naval ports and have as of 1909 a dated brigade sized fort (3 citadel) under my system.

The green cities also have a brigade sized fort.  Bharat can pay for all these forts and its army all at mobilized; its expensive but there is room in the budget.

As to why so many forts?  Bharat doesn't have a lot of BP but it does have a good amount of cash... as such it can afford cash hogs like forts.
