Aside from needing the armored belt to be a tad bit longer to cover all the engineering and magazine spaces, this vessel is likely fine.  I was going to question the logic of some many types of arms that are close to each other in size, but then remembered that it was sort of common in those years.  Even the mix of roughly 6 pounders and 3 pounders is not unheard of on a cruiser in the 1890s, nor is a mix of 6 inch and 7.5 inch guns.

This ship is slow coastal defence ship. Armored Cruisers need at least 20 knots speed, and twin 7.5" is a bit anachronistic for the date. They just don't have the punch to be justified over the secondary 6"s. Single 9-10" guns like the UK Armored Cruisers, perhaps?

Actually the ship is roughly correct for the historical San Martin.  The designed speed was 18.5 knots at 8,600 hp, forced 13,000 hp got the ship up to 20 knots, though even trails speed wasn't up to 20 knots (19.8)/  Her main guns were 8" rather than 7.5" (Italian Garibaldi types) or two 10" guns (or like the Japanese, mix them).  Using a Rohirrim style gun whould be either 7.5" or 9", however there are lots of nations that build guns (including Italy oddly enough)

You have quite heavy armor there, reducing it especially the deck armor can get you some more speed. I would suggest reducing deck to 1", and belt to 7", using the weight saved to push speed up to 18.5kts, and possibly the heavier more common 8" guns, or even 9" guns.

I prefer belt armour >= the main calibre, but I did increase speed by lowering the deck armour.  I had to increase disp a little, but I think it works,
