I added Admiral Povoire
Admiral Povoire was the previous Atlantic commander. Now replaced by the newly minted  Admiral Gironde. (accelerated promotions anyone? Only possible in decadent France.)
As of february 1916 Admiral Povoire has his new command at the Great Canal.
