A summary of the oil sources available in Navalism, based more or less  on known pre-WWII fields and production.

A: major exporter (>30m bbl)
B: adequate for home consumption and some export (>2m bbl)
C: minor, fulfilling naval needs but not much else (1-2m bbl)

My brain hurts when I think about stuff like this but,  is that C(B) supposed to mean that it's currently a C production, with B potential or what? And what kind of investment are we talking about to tap this oil and use it?

That is how i read it. It could be argued that the Netherlands itself should belong to -(C) category as well, the first onshore oil finds in the Netherlands itself being done in 1923.
No large scale exploitation was started until the mid-forties, but that is still far earlier then the Nigerian or Angolan oilfields went into production.
