Port construction question

Can I build a slip or drydock at the same time that I'm building the port which will contain it?  Or do I need to wait until the port is done?

Follow-up question:  a type 1 port costs $15 and 2 BP.  The construction time will be three half-years (one half-year build time per $5 cost). 

Clearly the $15 must be paid for up front, but what about the BP?  Can I just dole it out as it becomes available within that 18 month window?

No, the 15$ does not have to be given up front. It must be doled out "up to 5$ a HY", and need not be 5$ a HY. Same with BP. I've expanded Aden and built Catanduanes in dribs and drabs, when $ and BP was available - took me three years or so :)
