With the kaufmannjaeger design being bumped back to 1909 by the war, it was decided to take a second look at the design with the aim of making the ships cheaper (and, thus, more expendable). A small reduction in size and a cut in armament - noting that these vessels aren't intended to be used in the traditional cruiser roles their previous incarnation would have been somewhat suitable for - reduces the cost (in both $ and BP) and makes them more "concealable" for the Merchantile Hunter role (i.e. disguising the 4" guns as cargo-loading booms). An increase in misc. weight allows for more booty to be taken, as well as a secondary minelaying role.
