Much of the misc wight is allocated to the crnes needed to lift the 10 400ton torpedoboats aboard.
about 6000ton is allocated to a 10 boat large flottilla of 400tons torpedoboats.

The torpedo bulkhead rises up behind the belt to stop splinters froma penetrating shell.

Just a note:  when I was designing the French Navy for Navalism I decided to take a mixed French style with British style and numbers based on the nation that France, as the world power, needed to have a power projection navy rather than a Channnel and local seas navy, with colonial forces added in.  I also didn't care for single turrets and replaced that style design with the heavier twin turrets, but in French style for most vessels.  Their later designs were a mix of later French models and Britsh models that were taken to an extreme for the predreadnought era (mixed heavy caliber weapons is not something that is done in general.  12" and 10" was about as high as this happens together aside from the Japanaese using two different types of 12" guns on their semi-dreadnoughts.  So the 13.4" and 12" was just a weirdness.  Fortunately of the three ships of that type proposed, two are now the 12" only Arcadias, while the third was turned into the Greater Napoleon monster ship.)
