I would assume that the "Electric Propulsion" in the report is what you're referring to. As you can see, that one is separate in the report. NS has already got oil-firing boilers and any other tech from the propulsion sub-set won't appear until 1912 ("Geared Drives" and "Capital Ship Diesel Engines"). So as far as I know, the only logical tech the report refers to is the "1909: Engine year 1912, Max. Turbine power 20000HP/Shaft" level.

Your right, but it was agreed that those who were technologicaly advanced in certain areas could begin researching the next one, one year early.

That's news to me. I never agreed to that and would never agree to that either... of course, the same thing has happened in the Wesworld with a few things that were accepted which I never agreed with so it's not the first time this has happened to me. :)
Also it is not given in the 'Rules/Research' thread (where it should be mentioned).

All I heard was the fact that those people could use their advanced tech prior to the years that it could be researched, not that we could begin researching the next step early.

As Carthaginian said, using what you got ahead is the only thing I have heard anything about (and I am against that as well).

Question. Now that Japan is engaging the Swiss forces in the Saipan area, shouldn't the Swiss report be altered to reflect the fact that ammunition is being spent by those units that are being engaged and were engaged by the Japanese??
