ok the BC should be good now, composite is only a .49 but realy that should be ok (most of the ships I have looked at be they bbs or whatever come up a little short)

Your design has massive seakeeping qualities, cut the freeboard down and that should take care of it.

3 tons of mines = 3 mines. Get rid of it, however you do need 2 more tons for torpedoes (1 torpedo = 1 ton).

Hows this? should fix any issues it had previously (I even got 4" wing guns on it for a total of 6 4" mounts)

Looks really good. You even have space for 20 mines if neccesary. And if you want some heavier AA, you can always squeeze in a few (2-4) 40mm cannons.
