Such things COULD happen, though the TBs would be limited in length to about 35m.  I'll admit, the idea DID come from the torpedo boat motherships of the 1890s, I just turned it around to a use that has to do with the idea of "resource raids" on other islands and the need to heavy equipment before there's a harbor.

And also a logical start for a progression to one of today's LASH (lighter aboard ship) vessels, where entire barges are loaded onto a vessel for trans-oceanic crossings. MV Doctor Lykes, immortalized in Red Storm Rising, is one of the more well known examples.

Also, a 115'/35m torpedo boat could be built easily using the suggested very light torpedo craft rules I suggested.
So 'ere's to you, Fuzzy-Wuzzy, at your 'ome in old Baghdad;

Amusingly enough, if you back the speed down to 10 knots, the little thing actually can go 1200 nm, so it could self-deploy from one island to another, if you weren't afraid of it sinking in the first squall it ran into.

3000 nm at cruise speed will get it anywhere it needs to go at game-start, cruising to any port on my continent is easy work, and if it's asked to run to one of your or Nobody's ports, well, then if it needs to an intermediate stop to take on and put off passengers and recoal can be arranged.  Right now, there aren't any ports of call far to the south, after all.

If, however, a 4000 nm cruising range is thought desirable, here's a very similar vessel:

You're right with the points you made.
I'm thinking too much in line with trans-Atlantic liners. ;)

The other thing that keeps our liners shorter-legged than historical liners is that we're more size-restricted than historical: one of the rules is that we cannot have a port that's capable of building ships larger than 25,000 tons normal, while RMS Olympic, a design contemporary with mine, had a displacement of over 50,000 tons.  To carry 75% of the same passenger load at the same cruise and max speed on half the displacement, something's got to give.  :)
